CONTEXT #
This guide describes how, as a Bidder, you download the ESPD request that the contracting authority has placed in the tender material, import it into EG Ajour’s ESPD service and upload your completed ESPD response as an additional file to your bid in AjourTender (web).
RELEVANCE #
You need this guide when you are to submit a bid for a tender where the contracting authority requires a completed ESPD as part of the bid material. The ESPD is your self-declaration of your company’s financial standing, capacity and suitability, and it must accompany the rest of your bid.
PREREQUISITES AND REQUIREMENTS #
- You must have access to the relevant tender in AjourTender as an invited bidder.
- The contracting authority must have placed an ESPD request in the tender material (typically as an XML file and/or PDF file).
- You must know the basic information about your company and any representatives that must be entered in the ESPD.
- You must be able to save files on your computer, as the ESPD request is downloaded and your response must subsequently be uploaded again.
GUIDE (step by step) #
Step 1: Open the tender in AjourTender and go to the Tender materials tab. Find the ESPD folder and select the file espd-request.xml.
Step 2: Open the file’s Menu and select Download to save the ESPD request on your computer.
Step 3: Open the ESPD service, e.g. via Tender details or External link on the tender. Select the language at the top right if necessary.
Step 4: In the Start step, under Who are you? select I am an economic operator. Under What do you want to do? select Import ESPD. Click Choose File and select the downloaded file espd-request.xml.
Step 5: Under Where is your company located? select the relevant country in the drop-down list. Then click Next.
Step 6: Then fill in the form in the remaining steps (Procedure, Exclusion and Selection), where you enter information about your company and answer the relevant questions about exclusion grounds and selection criteria. Click Next between each step until you reach Finish.
Step 7: In the Finish step, click Overview to see a combined review of your entire ESPD response.
Step 8: At the bottom of the overview, click Download and select the desired format: XML format, PDF format or Both formats. The file is downloaded to your computer, e.g. as a zip file if you have selected both formats.
Note: The ESPD service has a time-limited session. If you do nothing in the service for a while, the session expires, and you risk losing the information you have entered. Therefore make sure to download your response before the time runs out.
Step 9: Go back to the tender in AjourTender and go to the Tender/PQ tab. Click Upload tender/PQ.
Step 10: In the window Upload tender/PQ documentation for the contract you can specify any Disclaimer and your Total price. Click Click here to upload your tender/PQ files and select your bid file.
Step 11: Click Upload tender/PQ. You receive a confirmation that your bid has been received.
Step 12: Click Add Additional Files to attach your downloaded ESPD response to the bid. Select the file and confirm the upload.
Step 13: You receive a confirmation that your additional files have now been added to the tender, and the ESPD response is then displayed in the list of additional files together with your bid.
NEXT STEPS #
- Check that both your bid file and your ESPD response appear correctly under the Tender/PQ tab before the submission deadline expires.
- Keep an eye on any questions and answers under the Questions tab if any uncertainties arise about the tender.
- Wait for confirmation by e-mail that your bid has been received.
